In the early 1980's artist, sculptor, inventor, Ernesto E. Gonzalez submitted patents to the United States Patent Office for what he called the Bipolar Electrolytic Cell and the Electrocombustion engine.

One was a device which rendered the hydrogen and oxygen found in water into their gaseous states, and the second was a device which could burn the gas and convert its energy into work.
